Yes, but in CDS-ISIS for DOS (and possibly WinIsis) you need at least two languages, because you cannot edit menus etc (in English, say) while also working in the English version.

In Winisis, as well as Isis for ms-dos each language needs a set of messages and menu files under  /msg & menu/

for each language you will have the following set of files:   ms??.*  where  ?? is the language code, so you have  mses.*  mspt.*
the  EMSG.* database is the standard set of mSessages in English of Isis for ms-dos

Wenke is right, you can delete these files

Why is the database 'EMSG' ?    (See the program "cds/isis for Windows" and its directory C:\ WINISIS \ MSG \  )

Notice that after deleting the database EMSG (11 files, including EMSG.MST) no visible changes did not happen in my library electronic catalogue (its functions - input, output, search, display of the records etc. - were saved).

Maybe the consequences of absence of EMSG must show up in other situations ?
