Una explicación para ese comportamiento extraño, que normalmente no ha 
ocurrido es la siguiente
Luego de instalar el Apache, y la creación del usuario y el grupo 
Apache, entonces este grupo sea modificado o borrado,
En consecuencia el directorio en vez de aparecer como www-data o apache 
va a aparecer con el ID anteior, por ejemplo 48

Entonces Apache no tenia derechos de grabar en el directorio de sesiones 
pero por el contrario el ID asignado anteriormente al grupo Apache sí 
tenía permisos
