Never seen such error message... but it points to a problem in the main ISIS-executable. When logging in wxis is used to check your login-data against the database 'acces' and it is at that time the wxis-problem occurs.
Could you try the following in order to test the wxis-executable in a terminal by entering the command from the directory /opt/ABCD/www/cgi-bin/ansi in case of Linux : 
./wxis ?hello
or from \ABCD\www\cgi-bin\ansi in Windows : wxis ?hello .
If it returns the string : WXIS|missing error|parameter|IsisScript| then wxis is running normally and the problem is something different.

Which OS and version are you using in the new installation ?

I am having an error which I am facing in a new installation of ABCD whci I cannot figure out. I downloaded a new version and after doing all the configuration I get the following message on login:
WXIS|%s error|%s|%s|
WXIS release date: %s

What could be the problem?
