Su servidor me parece ser Linux, entonces el ejecutable de wxis debe ser referenciado como : 
http://10.73.74.37/cgi-bin/wxis/iah/scripts/?IsisScript=iah.xis&lang=pt&base=tribunalconstitucional
es-a-decir sin .exe (lo que no existe o es necesario en Linux).
Entonces hay que editar el URL.
Alternativamente se puede renombrar el fichero 'wxis' (en cgi-bin) como 'wxis.exe'.
De todo modo se trata de una versión antigua de ABCD, en 2.0 los ejecutables se encuentran en cgi-bin/ansi o cgi-bin/utf8.

ola pessoal

depois de aceder ao portal site e de escolher a minha base para pesquisa, este é o meu url no browser para aceder
http://10.73.74.37/cgi-bin/wxis.exe/iah/scripts/?IsisScript=iah.xis&lang=pt&base=tribunalconstitucional

e nao carrega o iah de pesquisa mas aparece este erro
