I think  this means "are the angle brackets stored as part of the data in the CDS/ISIS database?"  In CDS/ISIS you can put angle brackets round data to hide it in certain formats, e.g. <The> CDS/ISIS handbook, so as to make it file under CDS rather than "The".  If you want to get rid of the brackets you could do it by a global edit in the CDS/ISIS database.
